How Pennsylvania lodging tax works

Pennsylvania stacks three components on short-term rental stays under 30 days:

  1. 6% state hotel occupancy tax — applies to the room charge (parallels the sales tax, but dedicated to lodging).
  2. 1% local sales/occupancy tax — Allegheny County (Pittsburgh) and Philadelphia each add 1% on top.
  3. County hotel tax — most counties levy a separate hotel room rental tax of 1–10%, dedicated to tourism promotion.

Effective rates in Pennsylvania’s top STR markets:

  • Poconos — Pike County (Milford, Hawley, Lords Valley): 6% state + 5% Pike hotel = 11%
  • Poconos — Monroe County (Stroudsburg, Tannersville, Long Pond): 6% + 5% Monroe = 11%
  • Philadelphia: 6% state + 1% Philadelphia sales + 8.5% Philadelphia hotel = ~15.5%
  • Pittsburgh (Allegheny County): 6% + 1% Allegheny + 7% Allegheny hotel = ~14%
  • Gettysburg / Adams County: 6% + 5% Adams hotel = 11%
  • Lancaster (Lancaster County): 6% + 5% Lancaster hotel = 11%

Pike County’s 5% hotel tax catches a lot of NYC weekend renters off guard. Philadelphia’s 8.5% city hotel tax is among the highest in the Northeast.

Platform collection

Airbnb and Vrbo collect and remit the 6% state hotel occupancy tax and the 1% Philadelphia/Allegheny local sales in most cases. The county hotel tax is more variable — Philadelphia and Allegheny are platform-collected; Pike, Monroe, and Lancaster have had agreements for years; smaller counties (Wayne, Sullivan, Forest) are often the host’s responsibility.

The Pennsylvania Department of Revenue and individual county treasurer offices track current coverage. Confirm each filing period.

What this means in practice

  • For state and city sales/occupancy — handled by Airbnb and Vrbo.
  • For county hotel tax — register with the County Treasurer (Pike, Monroe, Wayne, etc.), file monthly returns, and remit yourself if the platform doesn’t cover your county.
  • For direct bookings — handle every layer yourself.
  • 30+ night stays are exempt from the 6% state hotel occupancy tax. County hotel taxes generally follow the same rule but verify locally.
  • Philadelphia and Pittsburgh both require STR permits and licenses separate from tax registration. The City of Philadelphia’s STR rules are particularly strict — only owner-occupied or licensed limited-lodging operators qualify.
